The following site plan presented by the WOWMD illustrates the proposed location of the infrastructure required to extract water from Elk Creek. All the proposed infrastructure is located on Woodside Lot 134, Magness Land Holdings, LLC. The proposed infrastructure includes:
12 foot wide permanent access road from Mount Evans Boulevard to the pump station
10 foot wide permanent access road from the pump station to the water infiltration facilities on Elk Creek
Subsurface infiltration facilities within Elk Creek to include a small dam to create consistent water depth.
Wet well and pump station to be constructed "mostly" below ground.
Buried water distribution pipe and electric utilities.
There are many unresolved issues associated with the WOWMD proposal. Some will be addressed in future BOCC hearings - others, may never be addressed including two issues that immediately come to my feeble mind.
To what extent has the WOWMD planned for the inevitable flood? What impact will a "washed away infiltration facility" have on the water supply to future homes? Will additional easements be required when the normal course of Elk Creek is changed due to flood?
To what extent does the access road across the "wet lands" impede the normal flow of water through the wet lands? It would seem to this layman that much more than the "construction area" will be adversely affected. Or, perhaps, the adjacent property owners would welcome their pastures "dried out" a bit.
Finally, a future reservoir of unknown size, shape, and location keeps the door open for many more questions and concerns. Only time and persistance will fully answer these and many other important questions.
