President’s Message
NO RHCA MEETING IN MAY;
LOTS OF FISH TO FRY IN JUNE
Because there is no pressing business, the Rose Hill Civic Association will NOT meet in May. If you have any issues or questions, contact the President by phone or e-mail.
However, we are planning an extravaganza in June. There will be a Fish Fry, free to RHCA members (up to two per household and $10 for everyone else). The date is Tuesday June 22. The event begins at 6 p.m. It will be held in the front yard of the Nichols’ residences, 6414 and 6416 Rose Hill Drive. The rain date is Wednesday, June 23.
On the menu are white fish, either grilled or fried, Cole slaw, potato salad and hush puppies, lemonade and water. RHCA will supply all the necessary paper products and utensils. Please bring a dessert to share.

We need to know how many fish to catch! If you would like to come a little early on June 22 and help set up, your help will be greatly appreciated.
This is a FREE event for RHCA members (up to two per household). Other adult family members and non-members will be welcome at $10 each. There will be free hot dogs for the kids.
If any business comes up in the meantime that requires membership action, we’ll squeeze it in between bites. We also will have a non-denominational blessing of the event and our community.
Rose Hill Beauties
Rose Hill certainly recovered dramatically from last winter’s snow. Other than some broken branches, you’d hardly have guess that we were hit by two major storms. Everyone is to be congratulated for all the hard work they put in to make our community shine again. As usual, members of RHCA will receive either signs or stickers for signs that are still in good shape. We appreciate your recycling the signs because it saves us money. We’ll get around to the current members first. If you haven’t joined for 2010 and would like to have a sign, we’ll try to accommodate you if there are any left. If there are any mistakes in the list, give either Linda Nichols or I a call and we’ll make the necessary correction.
Mowing of Median
As May began, mowing of the median on Rose Hill Drive from the apartments to Franconia Road came to a halt. In the past, the apartments have taken care of the chore, recognizing that the appearance of the median is important to the ambiance of both the apartments and the entire community. The apartments changed landscaping companies and the new contract apparently did not include the entire median. On May 5, the Virginia Department of Transportation cut the grass. VDOT plans to cut the grass twice more this summer. Budget cuts preclude more frequent mowing. At this point, RHCA is discussing the issue with the owners of the apartments. Hopefully, the apartments will resume cutting the grass on a regular basis. If not, we will try to put together a program including RHCA, VDOT, the apartments and the shopping center to keep the grass cut.
Don’t hold your breath expecting cooperation from the owners of the shopping center. We’ll keep you advised. Better yet, check on our progress as you drive on Rose Hill Drive near the shopping center.
Lee District Park
Several civic associations surrounding the park have raised concerns about the ball field lighting and noise associated with the later activity. Discussions are ongoing as how to lessen the impact on the neighbors. I would like to hear from any Rose Hill residents near the park about their concerns, if any. At present, only one ball field has been lit. Plans call for additional lights. Since the park entrance on Telegraph Road is at the end of Rose Hill Drive, I am concerned about additional late-night traffic through our community. Rose Hill folks near the park may be in for more than expected as the lighting increases. Please let me know your thoughts so they can be brought forward at the meeting. Anyone who would like to join me at the meetings is welcome.

Both Sides Tours Continue
A number of Rose Hill residents enjoyed the Franconia Museum’s May 1 Both Sides Civil War tour to Chancellorsville, Spotsylvania, Chatham and Fredericksburg. Another tour is scheduled for Saturday, August 7. This one is to the Mary Surratt house in Prince Georges County and the Union Prison at Point Lookout where the Potomac River meets the Chesapeake Bay on the Maryland side. Mary Surratt was hanged for her role in the assassination of President Lincoln. More than 50,000 Confederate prisoners were held at Point Look from 1863 to 1865 and almost 4,000 of them died. Money for Tysons
Recently, the County staff estimated road improvements to accommodate the proposed new growth at Tysons Corner will cost $646 million. And that’s on top of the cost of Metro’s new Silver Line from West Falls Church to Dulles Airport and Loudoun County. And it was suggested that the public sector (that’s us!) pay for more than two-thirds of the cost. Among the proposals advanced were a county-wide meals tax and the issuance of general obligation bonds, again financed by everyone’s real estate costs. So, we can either help pay for Tysons each time we eat out or see some of our real estate taxes used for the same purpose. Thanks but no thanks. If landowners and developers at Tysons want more office space, let them pay for the transportation costs that go with it. We need to focus on road improvements needed for current problems, not new ones created at our expense. As I said last month, let's talk about improvements at South Kings Highway-Telegraph Road-South Van Dorn Street, Franconia Road and South Van Down Street and construction money for the widening of Telegraph from South Kings to Hayfield Road. That’s the message I’ll be carrying forth on behalf of Rose Hill. Your thoughts are welcome.
Remembering Jack Moore
Jack and Dot Moore moved into their brand-new dream house in October of 1959. At first, Jack found a few nightmares on Cottonwood Drive and battled with the builder to make them right. Things must have worked out, because the Moores would live there until their death. Jack passed away on April 24, 2010, at age 90 after a heart attack. Dot, his wife of 66 years, died in 2007 after a long illness.
The Moores were natives of the District of Columbia. Dot’s first job was an ad taker for the old Washington Star newspaper at Eleventh Street and Pennsylvania Avenue, N.W. She later worked for the Navy at its headquarters on Constitution Avenue in D.C. and then for the Air Force on Telegraph Road after moving to Rose Hill.
Jack left Eastern High School before graduating to go to work. He would earn in GED diploma 20-plus years later. In between, he served in the United States Marines in the South Pacific during World War II and worked as a machinist at the Washington Navy Yard. Jack also worked for the Defense Supply Agency, providing provisions for warships.
He and Dot were married and started a family before Jack went off to war in 1944, volunteering to do what he saw was his duty despite the fact he was exempt from the draft because of a special skill needed for the war effort. Dot cared for their two small children and kept the home fires going although Jack had to interrupt basic training and come home to help because of the illness of the youngest.
Jack had planned to join the Navy where he would qualify for a higher rank and pay based on his skills as a machinist. A tough old Marine recruiter grabbed him first and before Jack knew it he was in the Corps. After finishing boot camp, he saw an announcement that dog trainers were needed and signed up. He trained dogs to help with security and prevent ambushes. After the war, his German Shepherd war dog, Rex, came home with him and was the family pet for 12 years.
Jack was extremely active in the Rose Hill and extended communities. He taught boy scouts how to shoot at the gun range at the then National Guard facility on Telegraph Road across from Greendale Gold Course. He also taught archery and the art of fly fishing to countless youths (and some interested adults, as well).
His family remembers Jack talking about getting arrested while hunting rabbits as a young man along the Anacostia River. He paid the fine, but didn’t get to keep the rabbits he and a friend had bagged.
Jack’s love of the outdoors led him to nearby Huntley Meadows Park where he was a frequent volunteer clearing trails, building bird houses and leading hikes. Jack was credited with spotting the first otter in the park. In the winter, he would build bird houses and then come spring would instruct volunteers how to position them in order to attract various species.
Jack was a fixture on Cottonwood Drive, walking his small dog and kibitzing with neighbors. He proudly displayed his cap as a member of the American Legion and membership in the Vietnam War Dog Association. He attended the dedication of the United States War Dog Memorial in California in 2007.
The Moores are survived by sons John A. and his wife Sally of Springfield, Thomas M. of Woodbridge, Daniel T. and his wife Cathy of Woodbridge, and Robert (Terry) and his wife Jo Ann of Newport News, VA. There are 11 grandchildren and 12 great grandchildren.
Fittingly, a memorial picnic in Jack’s honor was held from noon to 4 p.m. on Sunday, May 23, 2010 at Huntley Meadows Park. In his last act as a volunteer, Jack donated his body to medical science to help others.

Advertising in the Rambler
We have recently received several inquiries concerning advertising in the Rambler. While a listing in the Business Directory is free to Rose Hill residents who own their business, placing an actual advertisement is open to all with rates as follows per month:

Ads may be bought for either one month only, month-to-month, or as many months in advance as desired. Our newsletter is published nine times a year, excluding July, August and December.
Advertising in the Rambler is an excellent way to reach the 700+ homes in our community. In addition, the ads each month are placed on our website www.MyRoseHill.com for the world to see.
Anyone interested in placing an ad may call the editor (me) at 703.910.6316. I will need the artwork sent to me either electronically in a .tiff or .jpg format or as a hard copy through the mail. Checks made out to RHCA may be included with ads mailed to me, or sent to our PO Box 10891 for quick access to the treasurer.
